The project will assess the implementation of a specific social policy or initiative. In particular, the project will examine how the implementation of the policy helped meet the stated aims of that policy, what worked well and what could have been improved.
The government has secured European funding to assess how successful 3 national policies are in reducing social exclusion. Newham is one of the areas taking part.
The policy area to be examined by the Newham Peer Review Group is the employment of disabled people.
The Newham September 2007 Peer Review assessment will involve service users, service providers and policy makers in discussions to see what works well and to identify any barriers. The results of the discussions will be included in a report to the UK Government and Europe in early 2008.
The method that will be employed to discuss these issues is known as a 'Peer Review'. The Review is an intensive two day session that allows for an open dialogue to identify existing strengths as well as any areas for improvement.
Participants will be drawn from various levels of government, the social and voluntary sector, operational staff who are familiar with the policy under review and people whose lives are affected by the policy. The involvement of this last group is at the heart of the project.
The goals of the project are as follows:
a) To raise awareness of European Social Inclusion Processes;
b) To demonstrate the value of open and participatory dialogue in the formulation and implementation of social inclusion policy in the UK;
c) To examine successful social inclusion policy and to extract transferable lessons to help improve implementation of social policy in other areas; and
d) To contribute to the mainstreaming of participation in monitoring and evaluation processes associated within the framework of the National Action Plan on Social Inclusion (NAP).
